Anduril Industries to Build $3.7 Billion Submarine Manufacturing Facility in Baltimore

Anduril Industries has announced an ambitious plan to invest $3.7 billion in a new submarine-component manufacturing plant at Tradepoint Atlantic, situated within the multimodal logistics hub of the Port of Baltimore. This development marks a significant shift in the Maryland industrial landscape, reviving shipbuilding operations at the historic Bethlehem Steel property in Sparrows Point.

The proposed facility, covering an impressive 2 million square feet, is set to initiate operations around 2030. It’s projected to produce crucial components for the U.S. Navy’s fleet of Virginia-class nuclear-powered attack submarines. These components will then be shipped to key partners, including Huntington Ingalls in Newport, Va., and General Dynamics Electric Boat in Groton, Ct., for final assembly.

Initially, Anduril intends to manufacture smaller components like torpedo tubes, with plans to expand into more substantial submarine sections, such as bows and sterns. This expansion strategy outlines a vision for growing the facility's capabilities, which should cater to a wider segment of the submarine manufacturing sector over time.

Anduril's contract with the Navy, valued at $2.9 billion, has stirred some controversy, particularly as it was granted just days after co-founder Palmer Luckey was appointed to a Pentagon weapons advisory group alongside high-profile figures such as Elon Musk and former Congressman Newt Gingrich. This development coincides with a politically charged environment as Maryland prepares for midterm elections.

Significant Economic Impact

According to statewide officials, this project represents Maryland’s largest private investment in over a decade and is expected to create around 14,000 total jobs, which includes the 3,100 permanent roles directly tied to the facility. The Maryland Department of Commerce estimates that the project could generate an excess of $2 billion annually in economic output, alongside approximately $312 million in annual wages for the workforce.

Governor Wes Moore emphasized the opportunity the facility presents, stating, “With this facility, thousands of Marylanders will have new pathways to work, wages and wealth through advanced training and high-skilled maritime manufacturing jobs.” This highlights the state's focus on enhancing workforce skills and creating sustainable job opportunities within the advanced manufacturing sector.

Historical Context of Shipbuilding in Sparrows Point

The location of the new facility is symbolic; it reestablishes shipbuilding in an area that had once been a powerhouse of maritime manufacturing. The former Bethlehem Steel shipyard, which operated for decades, saw its decline as the industry faced numerous challenges. Since Tradepoint Atlantic took ownership of the property in 2014, there have been significant efforts to transform it into a multi-functional logistics hub featuring warehouses, distribution centers, and enhanced marine operations.

This revitalization has included other substantial investments, such as the Mediterranean Shipping Company’s recent $1.2 billion investment to establish a new container terminal in the area. The growing infrastructure at Tradepoint Atlantic is now positioning the site as a vital player in American industrial activities.

Approval of Public Incentives

To support this significant investment, both the state of Maryland and Baltimore County have committed to matching up to 13% of Anduril’s expected private outlay through existing incentive programs and new funding allocations. This contribution involves precise approvals from state and county governing bodies.

A proposed personal property tax incentive, which could amount to approximately $210 million over 30 years, aims to ease financial burdens on Anduril as it establishes its operations. Additionally, the state plans to fund capital for a dedicated workforce-training center, indicating a commitment to preparing a skilled labor pool for the high-tech manufacturing environment.

Maryland is also pursuing a federal designation for a Maritime Prosperity Zone, which could bolster investments and development in maritime-related sectors.

Logistical Advantages

The decision to develop the facility in Baltimore was influenced by the strategic advantages offered by Tradepoint Atlantic, which features a deepwater port, extensive rail and highway access, and a large workforce pool. These logistical factors are critical for Anduril as it aims to supply submarine components efficiently to other contractors along the East Coast.

The 3,300-acre complex not only enhances access to various transport methods but also brings together suppliers and contractors, creating a more cohesive supply chain for submarine manufacturing.

Anduril has secured a long-term lease at the Tradepoint Atlantic site, underscoring its commitment to establishing a significant presence in Maryland. Although specific details regarding the lease's duration have not been disclosed, the anticipated growth of the manufacturing operation post-2030 remains an area of keen interest.
